One of the earliest 3d printed firearm communities, FOSSCAD was created in response to DEFCAD coming under legal fire in 2013. Unlike DEFCAD and Defense Distributed FOSSCAD has little centralized organization; anybody who wants to be a member of FOSSCAD simply releases designs under the FOSSCAD banner.
The open nature of FOSSCAD meant quality control and general organization were limited. Eventually the open source firearms community evolved into a more scene-based model. FOSSCAD still maintains an open membership presence on IRC as well as a github archive of the various files released over its lifetime.
